Mr. Dineen has been with Special Investigations in the Security and Administration Division of Horizon Blue Cross Blue Shield of New Jersey (Horizon BCBSNJ) since 2005. He has in excess of 28 years of experience on both the payer and provider side of the healthcare industry with over 26 years of experience specific to fraud investigations.
As Director of the Horizon BCBSNJ Special Investigations Team, Mr. Dineen is responsible for leading the strategic direction of the team with a primary mission of protecting the assets of the company and its clients. He has focused his efforts on blending the areas of investigations, data analytics and strong collaboration with law enforcement which he believes to be the three key elements in successfully addressing the issue of health insurance fraud.
Mr. Dineen is a Certified Fraud Examiner (CFE), a Healthcare Information Security and Privacy Practitioner (HCISPP), has a Bachelor's degree (BS) from the University of Delaware in Criminal Justice and a Master's degree (MPA) from Seton Hall University in Public Administration. Mr. Dineen sits on the Board of Directors for the National Healthcare Anti-Fraud Association and is a Board Member and Operations Committee Chairperson on the Blue Cross Blue Shield Association National Anti-Fraud Advisor Board.
Mr. Dineen's team monitors activities to the point that the majority of our cases are identified via systems we have put in place to detect suspicious behavior. It has been an extremely collaborative effort with multiple teams throughout our organization such as our Cyber Security Team, IT, Treasury Operations, Compliance, Legal, etc. This team has operationalized techniques such as keyword searches and user behavior analytics such that we get actionable information, often real-time, that we can respond to immediately to mitigate the ongoing fraud risk.
